Yep that could be  quite a good idea having a separate planet for just 
users. As for a code of conduct well Mageia has already had one for 
nearly a year and half or something like that:

Yes starting a Mageia IRC channel for your area, state, or even the 
whole of the USA could be a good idea. However at this time it would be 
like #mageia-uk I expect with not that many people using it. Plus when 
it comes to IRC at the moment I got most or all of the people from USA 
who would probably be quite interested in a channel for the USA later 
on, as users of #mageia-social.

One reason I started #mageia-social when I did was, because I wanted to 
build up a general chat community type building channel, with users 
using the channel quite a lot of the time. With hardly any UK users at 
the moment, much easier to do it for the wider Mageia users community.

In September 2010 and October 2010 and that kind of time, I did have 
quite a bit of interest in the UK channel, but then lost it over time. 
Trish used to even come to it sometimes and JohnR for example.  When 
Mageia 2 comes out and we start gaining more users to the distro, like 
now I will be building up #mageia-social ,but I will also start building 
up #magiea-uk again as well.

The one I am going to be going to, for some reason doesn't have a proper 
website at the moment, but I think it has had before, and so it's mainly 
a mailing list. However meeting's are meant to be on the fourth Saturday 
of each month, but going by the mailing list it seems to be only a few 
guys going to them at the moment.
