Maybe it would be better to make a starter's Triage guide with yes/ no steps, like this:

10 Open new bug report

20 Is it a package request? If no, goto 130

30 Did the requester give an upstream link for the software? If yes, goto 60

40 Ask for the link

50 Wait till the link is given

60 Did the requester put the link in the url: field? if yes, goto 80

70 Copy the link to the url field

80 Was the rpm package field filled correctly? if yes, goto 100

90 Put the correct name of the package in the package field

100 Is the summary $name-of-the-package, $a very short description If yes, goto 120

110 Change the summary to $name-of-the-package, $a very short description

120 Goto 10
