Agreed.  https://bugs.mageia.org/show_bug.cgi?id=2097 has been reopened.
That's the bug that originally showed the problem.

The purpose of bug 2097 was to add an explicit requires of hugin,
to kipi-plugins-expoblending.

I thought adding hugin to updates would fix the problem, but it
is not enough, as hugin requires enblend, which is in the
core release repository, only.

The only way to guarantee that we don't have broken updates, would
be to copy everything shown by urpmq --requires-recursive, to
updates testing, and then to updates.  Likewise for non-free
and tainted updates.  That would be a nightmare of duplication.

I believe mgaapplet must be modified.
