Not necessarily.  I subscribed to all my mageia lists _before_ getting 
my identity.mageia.org account.

Besides, one suggestion is using a pseudo at mageia.org adresse for the 
changelog -- as is generally done in Mandriva, Fedora, and many other 
distros.
