Ok i was able to reproduce here with kdenetwork4 where submit failed directly 
since i have versionned buildrequires

Submission errors, aborting:
- kdenetwork4-4.8.0-1.mga2.src:
 - Unresolved dep on kdebase4-devel >= 1:4.8.0

kdebase4 4.8.0 is marked as uploaded  & kdenetwork4 was right after it on the 
build order with my script.
