does not match our template (we need to update bits in the HTML

You can edit directly HTML with several tools (not an exclusive list):
 - Nvu (http://www.net2.com/nvu/download.html) or Kompozer
(http://kompozer.net/)
 - BlueGriffon (http://bluegriffon.org/pages/Download )
 - plain text editor

I will add a footer notice about translation process tips.
