Yes, that was a bad idea, sorry! I was eating whil I wrote this (99%
of me occupied).

I think I have a better solution, will have this on the agenda for
tonight as well:

I think in general that "moderating" a group (as are the respective
lists) is always the job of the appointed leader of the group.
In other words, if problems arise in the French mailing list which
call for a moderator it will be the French team leader's (or
substitute's) job. The team leaders have been appointed by their teams
and thus should have the necessary authority.
In severe cases (I can not think of one) hand the Problem over to the
next level (i18n team leader) and so forth.
