Someone from an other distribution, or upstream author may want to
contact the packager without creating an account or subscribing to a
mailing list. Or for some reason you may want to contact someone
privatly, I don't think private discussions should be forbidden.
And some people don't read all the emails from mailing lists so it can
be a good idea to send it to that person with the list in copy.
