No problem, he is free to start polls he may find more useful and
ignore this one. And certainly I do not deny him his opinion how
usefui or useless this poll is to him.

Yes to the "smaller list of concrete points" - that will be a
different poll then. I chose to start a poll about the more general
picture. Also "Yes" to the selection of a certain group of users if
the topic of the poll only concerns this certain group, like "Should
we switch back to sysvinit or go on with systemd?" (just an example)
because this would be better discussed in a technical interested group
of users. But a definite "No" to leaving out a large part of users in
polls about general matters, which is what I started and what is
discussed here.

If meant as I wrote in the previous paragraph then I agree. But then
it is not relevant for this poll.
